Certification cost and lead time by market: the full list

A practical map of CE, UKCA, FCC, EAC, SASO and SNI for powered toothbrushes — what each one costs, how long it takes, and who must legally hold it.

Key points

  • In most markets the market marking must be held by an entity inside that market — usually the importer or your local brand company, not the factory.
  • A factory can always supply component test reports. Ask for the report, not the cover page.
  • EAEU certification is priced per model, so the width of your colour range is a cost decision, not only a marketing one.
  • Certification behaves like tooling: a fixed cost that amortises across the volume you eventually sell.

The question buyers ask is "do you have CE?" The question that matters is "whose name is on the declaration, and what happens at customs if it is wrong?" This note maps the six markets that absorb most Chinese electric toothbrushes, and identifies the single structural fact that catches people out: in most markets the certificate has to be held by an entity inside that market.

The structural point, first

A Chinese manufacturer can hold a test report. It usually cannot be the legal applicant for the market marking, because the marking is a declaration made by the party placing the product on that market. That party is your importing entity or your brand's local company. So when a factory says "we are CE certified", the useful follow-up is: certified as what, and by whom? The right answer sounds like "here are the EMC, LVD and RoHS test reports from [test house], issued to [entity]; you or your importer will issue the declaration of conformity."

European Union

  • CE marking under the Low Voltage Directive (2014/35/EU) and the EMC Directive (2014/30/EU). The charger and the electronics determine the applicable standards.
  • RoHS (2011/65/EU) for the whole product, including the cable.
  • WEEE — the importer is almost always the obligated producer for take-back registration.
  • REACH — relevant for materials in contact with skin, and for packaging.
  • Practical consequence: your supplier must be able to produce component-level test reports and a technical file. Budget the declaration work on your side.

United Kingdom

  • UKCA marking, with separate UK legislation; CE acceptance has been extended repeatedly and the position should be confirmed for your product category and entry date.
  • UK RoHS and WEEE producer registration by the UK importer.
  • If you sell into both the EU and the UK you will need two document sets. Ask the factory whether they can supply the technical file in a form that supports both.

United States

  • FCC Part 15 for the electronics as an unintentional radiator.
  • FDA — a powered toothbrush is regulated as a Class I device. It is generally exempt from premarket notification, but the manufacturer must register its establishment and list the device, and the US importer has its own registration obligations. Confirm the current position with a regulatory consultant before your first shipment; the classification and exemptions are the sort of thing that changes.
  • Prop 65 labelling for California where applicable, and packaging material declarations.

Russia and the EAEU

  • TR CU 004/2011 (low-voltage equipment) and TR CU 020/2011 (EMC), with the EAC mark.
  • The applicant must be a legal entity resident in an EAEU member state. A Chinese factory cannot be the EAC applicant. Either your EAEU importer applies, or the factory works through an authorised representative on your behalf.
  • Certification is typically done per model, and the cost scales with model count — which is why Russian and Central Asian buyers consistently search for certification vocabulary first and product vocabulary second. If you plan several colourways, confirm whether they are separate models for certification purposes before you commit to a range.

Saudi Arabia and the GCC

  • SABER platform: a Product Certificate of Conformity (PCoC) registered once, then a Shipment Certificate of Conformity (SCoC) for every consignment. A missing SCoC holds the container.
  • Arabic labelling on the retail pack is required; plan the artwork early or pay for reprinting.
  • For the wider Gulf, G-Mark may apply depending on the product category and the member state.

Indonesia

  • SNI applies to certain electrical products; for many personal-care appliances it is voluntary, but the importer's obligations are not. Confirm the current mandatory list for your subcategory.
  • The importer needs an import licence (NIB / API-U) and the product must be registered on the relevant system before it can be sold. BPOM is not the relevant authority for this category.
  • Voltage and plug configuration: 220 V, type C/F. This is a specification decision, not a paperwork one, and it belongs in the bill of materials from day one.

It is expressed per model, because that is how certification is actually priced, and it is a range rather than a figure because the scope of the test programme depends on the charger topology, the number of variants and whether existing reports can be reused.

Ranges observed in the trade for this product category, not quotations. Scope, test house, model count and the reuse of existing reports move these numbers by a factor of two. Confirm with a test house or your importer before budgeting.

What to do with all of this

  1. Decide the market before the specification. Certification drives the bill of materials — plug type, charger topology, labelling, manual language.
  2. Ask the factory for component test reports, and ask your own entity to hold the declaration.
  3. Budget certification as a one-off fixed cost per model per market. It behaves like tooling: it amortises across the volume you eventually sell.
  4. Get the labelling right on the first artwork release. Reprinting Arabic packaging after the container has sailed is the most expensive mistake in this category.
